Open your car, copy its windscreen glass, trim it to a strip by selecting and deleting vertices, unwrap it flat and design the text or graphic. Preview it on the car, then download the strip as OBJ and MTL with PNG and DDS textures, or as separate .yft parts, with a README for the last steps.
No. The website can't add the strip into your car's own .yft. Import the OBJ into your modelling tool, attach it to the same bone as the windscreen glass, add the textures to the car's .ytd and export the .yft. The ready-made .yft parts are an alternative, but they are marked as not yet tested in game.
The OBJ uses GTA V's axes — X right, Y forward, Z up, in metres — and sits exactly where the strip is on the car. If your modelling tool assumes Y is up, set its OBJ importer's up axis to Z and the strip lands on the windscreen where you designed it.
